PNP-ACG at GCash, sanib pwersa sa pagpapatrolya kontra cybercriminals sa social media

Isang mas pina-igting na operasyon ang isinagawa ng Philippine National Police Anti-Cybercrime Group (PNP-ACG) katuwang ang GCash para bulabugin ang mga cybercriminal na patuloy ang panloloko online. Target ng tambalang ito ang mga sangkot sa child exploitation at ilegal na bentahan ng mga pre-registered SIM cards

Sa isang undercover operation, natimbog ng mga pulis ang isang indibidwal na umano’y sangkot sa child trafficking gamit ang isang kilalang online platform. Ayon sa imbestigasyon, itinakda pa raw ng suspek ang pagkikita ng biktima at ng “kliyente” sa isang hotel—lingid sa kaalaman ng suspek ay mga pulis na pala ang kanyang ka meet-up. Mabilis na nailigtas ang bata habang ang suspek ay agad inaresto ng Anti-TIP/OSAEC team ng PNP-ACG. Nahaharap siya ngayon sa kasong paglabag sa Republic Act 9208 at RA 10364 na layong supilin ang human trafficking.

Samantala, tuloy rin ang pagkalampag sa mga nagbebenta ng pre-registered SIM cards—isang kalakaran na ginagamit ng mga scammer para makapandaya online. Na-monitor ng mga awtoridad ang mga transaksyon sa social media kung saan binebenta ang mga SIM na ito para takasan ang pagkakakilanlan. May mga inaresto sa bisa ng RA 11934 (SIM Registration Act) at RA 10175 (Cybercrime Prevention Act). May mga nahuling lumabag din sa Anti-Financial Account Scamming Act (AFASA), sa mga hiwalay na operasyon laban sa cyber fraud.

New DSWD and GCash agreements to accelerate social services and disaster response

The Department of Social Welfare and Development (DSWD) has signed two new agreements with GCash, the country’s leading finance app and largest cashless ecosystem, to strengthen the digitalization of its services, enabling faster transactions for social protection and public welfare.

The first agreement is a Quadripartite Memorandum of Agreement (QMOA) with the Bureau of the Treasury (BTr), Land Bank of the Philippines (Landbank), and GCash which integrates the country’s leading finance app into the agency’s Minors Travelling Abroad (MTA) clearance platform and its newly launched Harmonized Electronic License and Permit System (HELPS).

“Our engagement with GCash is a big help for the MTA in terms of paying the fees for the travel clearance. We’re exploring direct payments from our clients to GCash, enabling them to expedite the approval of their documents. We also see the need to expand partnerships with GCash, not just for the minors travelling abroad, but also for other social protective services programs that are handled by the Department of Social Welfare and Development,” said DSWD Protective Services Bureau Director IV Edmon Monteverde.

The MTA system regulates travel for minors going abroad, a government program to safeguard against child trafficking. By using GCash, clients can now settle fees remotely, streamlining applications and accelerating approvals.

Meanwhile, the HELPS platform allows NGOs and charitable institutions to process their accreditation, licensing, and permit applications online, which will now have built-in digital payments through GCash.

“We launched HELPS to solve long-standing inefficiencies. With the upcoming integration of GCash to the HELPS platform, turnaround times will surely improve significantly,” said DSWD Standards Bureau Director IV Atty. Megan Manahan.

As the designated payment channel, GCash collects the fees, which are then remitted through LANDBANK and credited to the Bureau of the Treasury, in line with national fund-handling rules, tapping the millions of users on the GCash app.

“This partnership ensures transparent and secure public collections,” said the Bureau of the  Treasury  Director Maura Lizza Espina. “It exemplifies how digital platforms can support public finance reform.”

LANDBANK Assistant Vice President and Batasan Branch Head Jessica Galorio explained the flow: “LANDBANK serves as a settlement bank for the collections of DSWD through GCash, to be credited to the Bureau of Treasury.”

Supporting the Kaagapay Donations Portal for faster disaster response

In a second agreement, the DSWD and GCash formalized a Memorandum of Agreement for the Kaagapay Donations Portal, which allows Filipinos to donate digitally to vulnerable groups and communities in crisis.

“This MOA expands our capacity to respond to emergencies,” said DSWD Assistant Secretary Marie Rafael. “GCash makes it possible for ordinary citizens to send help directly to DSWD-accredited organizations with just a few taps.”

The Kaagapay Donations Portal supports charitable donations rather than service payments. It allows contributors from across the country and abroad to extend assistance to children under treatment, victims of calamities, and low-income families in need of urgent support.

“The goal is to democratize giving,” added Rafael. “GCash allows donations regardless of geography or transaction size, enabling more Filipinos to take part in rebuilding lives.”

These efforts fall under GCash’s broader vision of “Finance for All,” a mission that aligns with the government’s drive for inclusive digitalization and e-governance. Major retail chain Puregold has again partnered with GCash to expand the use of digital payments by sari-sari store owners at the 2025 Tindahan ni Aling Puring (TNAP) Convention, the country’s largest trade event for sari-sari store owners and micro, small, and medium-sized enterprises (MSMEs).

SEC approval of global stock trading sandbox paves way for GStocks Global launch

PNP-ACG and GCash target cybercriminals in joint social media patrols

 As part of its ongoing campaign to patrol social media platforms to reinforce public trust and ensure the security of cashless transactions, the Philippine National Police Anti-Cybercrime Group (PNP-ACG), in collaboration with GCash, recently apprehended multiple suspects involved in cyber-related crimes that include child exploitation and illegal sale of pre-registered SIM cards.

In one undercover operation, officers intercepted an individual accused of trafficking a minor through a widely used online platform. The suspect allegedly arranged a meeting between the victim and a client at a hotel, unaware that law enforcement had been tracking the illegal activity. The operation, conducted by the PNP-ACG’s Anti-Trafficking in Persons/Online Sexual Abuse and Exploitation of Children (Anti-TIP/OSAEC) team, successfully rescued the victim and placed the suspect in custody under Republic Act 9208 (Anti-Trafficking in Persons Act of 2003), as amended by Republic Act 10364 (Expanded Anti-Trafficking in Persons Act of 2012).

Meanwhile, officers have intercepted multiple suspects engaging in the illegal sale of pre-registered SIM cards, a known tool for financial fraud and online scams. Law enforcement flagged transactions where registered SIMs were being sold on social media, offering anonymity for scammers operating in digital spaces. Several individuals were arrested under Republic Act 11934 (SIM Registration Act) in relation to Republic Act 10175 (Cybercrime Prevention Act of 2012), ensuring fraudulent activities tied to untraceable identities are curtailed. Additionally, violations under the Anti-Financial Account Scamming Act (AFASA) were noted in separate busts targeting cyber-enabled fraud schemes.

In response to these cyber threats, GCash reiterates its commitment to ensure that digital innovations remain a tool for empowerment rather than exploitation. As a trusted financial platform, GCash continues to work alongside authorities to safeguard users and uphold a secure, cashless ecosystem.

Building a more inclusive city: Tagbilaran launches “Cityzen Card” with GCash to unlock financial services

Tagbilaran, a heritage city known for its old churches and the famed Chocolate Hills, is accelerating its digitalization efforts with the launch of its multipurpose "Cityzen's Card," powered by GCash and Visa. The Cityzen's Card will serve as a prepaid card and a local government-issued ID, enabling Tagbilaran City residents to access essential local government services seamlessly.


As the first Visayan city to offer this service, Tagbilaran is leading the way in innovation and highlighting the value of a multisectoral approach that leverages the combined efforts of local government units, digital financial technology providers, and private enterprises in creating lasting social and economic benefits.


City officials emphasize that the introduction of the Cityzen’s Card marks a significant step forward in improving the delivery of public services and advancing financial inclusion, particularly for traditionally underserved residents. Launched during the city’s annual Saulog Festival, the card will initially be issued to 80,000 residents, including senior citizens, persons with disabilities, and public sector workers.


The co-branded card will also enable the city government to send financial assistance and allowances directly to recipients’ GCash accounts, eliminating the need for in-person collection and reducing the risk of inefficiencies.


In addition, the multi-stakeholder approach in accelerating Tagbilaran City’s digitalization efforts allows residents to make cashless purchases at merchants accepting Visa and benefit from GCash features, such as savings accounts, fair credit options, affordable insurance, and accessible investment opportunities. Cardholders can also enjoy discounts at select establishments across Tagbilaran City, encouraging local economic activity and community engagement. 


“Digitalization is part of the key executive agenda of my administration,” added Mayor Yap during her address at the Liveable Cities LocalLab, a policy platform focused on smart city development.

The roll out of the new digital system, which includes GCash’s Scan-To-Pay (STP), BillsPay, Fund Disbursement Service (FDS), and VISA Cards, will significantly streamline the way Tanay residents handle their financial transactions. This marks a crucial step for the province, making Tanay the first municipality in Rizal to adopt digital financial aid disbursement through GCash, paired with VISA cards for added financial flexibility.


For many Tanay residents, the traditional process of paying taxes or receiving financial assistance often meant traveling long distances to the municipal hall, a journey that could cost as much as PHP 100 to PHP 200 in transportation expenses. With the integration of GCash’s digital solutions, citizens can make payments and collect financial aid from the comforts of their homes, anytime and anywhere.
